Obviously over the line orbiting like giving compliments or giving out phone numbers it would be up for the mods to decide what's over the line this idea could need some improvements but does it sound reasonable ?

Nah. The definition of orbiting is pretty vague - where would the line be drawn? Besides, it's not really a problem anymore now that PMs are disabled and the biggest orbiters are gone. But users like @supercell should be given warnings for giving their contact information to female users.

Adding femoids on discord giving out phone numbers compliments and chatting with them regularly

there should be a marked 3 strike system. Mods should be able to tag a comment "orbit 1" "orbit 2" and "orbit 3" respectively. Once the orbit 3 tag has been cast that person is banned for a week period. I won't say 2 weeks because let's be honest, without this forum we'd go insane.

Complimenting isn't that bad (unless it's complimenting appearance or something like that), but asking to meet up, that should definitely be a bannable offense.

Just trying to guide you to the light. If you were truly for a lack of orbiting you would have agreed without exception, all I see is you trying to wriggle your way into some ban impervious orbit behaviour
