Anyone can enter the House and Senate chambers; audience seating is provided so people can listen in to proceedings and participate peacefully in the democratic process.
The vandalism was wrong, the security fatalities were unacceptable, and stealing the speaker's podium was horrible. These should be prosecuted.
But putting fencing around Capitol Hill blocks citizens from participating in democracy and is also unacceptable. Congress has shown they are not serving or listening to their constituents.
